A comprehensive framework of legislation ensures that business in the UAE is conducted in a fair and orderly manner. There are laws and regulations dealing with commercial transactions, intellectual property, labour and other aspects of business life. In UAE Federal Courts are in all emirates except Dubai and Ras al-Khaimeh, which have retained their local courts. Dubai Court of First Instance handles civil and criminal cases as well as personal status cases (e.g. wills, divorces, etc). All court decisions may be brought to the Dubai Court of Appeal. Thereafter, a final appeal may be made to the Dubai Court of Cassation. The Civil Department of Dubai's Court of First Instance has jurisdiction over labour, civil and commercial transactions, as well as personal status cases relating to Non-Muslims with residence in Dubai.

Busines Dubai Land Ownership

In Dubai foreign companies and individuals are generally not permitted to own land or real estate for business purposes. All property must be rented or leased for the purposes of running a business, except in the free zones – Dubai Internet City, Dubai Media City, Dubai Gold and Jewellery Park and Dubai Marina – or any other places in Dubai where special concessions are available. In 2002, freehold ownership for UAE nationals as well as expatriates in certain select property developments was introduced in Dubai.

Dubai Trade regulations and practices:

The UAE is a member of the World Trade Organization. Legal imports to Dubai can be undertaken only by importers with the appropriate trade license. Import duties have been largely standardized at four per cent, but there are many exceptions, including food, building materials, medical products and any item destined for some of the free zones and the Airport. Food products must carry dates of manufacture and expiry and meat for the local market must have a certification to prove compliance with Islamic Law (Shariaa).

Trade practice in Dubai is in line with normal oriental and international standards. All correspondence with the trade administrations should be in Arabic or English. As a sophisticated Market, full technical specifications should be provided with CIF Dubai prices and Middle East references. Payments are normally effected by letter of credit in Dubai.

Dubai Taxation

In Dubai no corporate tax has to be paid. The only exceptions to this are oil-producing companies and branches of foreign banks. Furthermore here are no personal taxes. Direct taxation is against the old traditions of the UAE and it is highly unlikely that it will be introduced in the near future.

Dubai Exchange control

In Dubai are no exchanges controls. Its currency, the UAE dirham, is linked to the US dollar, being measured by the oil prices. Since 1977 the exchange rate has remained at Dhs 3.67=US$1.

Dubai Banking and Finance

The UAE Central Bank has been the regulatory authority since 1980. Federal law in UAE restricts foreign banks to no more than eight branches each and requires that every commercial bank has a paid-up capital of at least Dhs 40 million. Currently only few investment or merchant banks are working in Dubai.

For medium- or long-term industrial finance, local companies can approach the Emirates Industrial Bank, set up by the UAE government with an initial capital of Dhs 500 million. The aim is to help develop the private sector.

Dubai Visa Regulations of German Citizens

German citizens and citizens of many other European countries can get Visa to stay in UAE for 60 days. The Visa is renewable for a total stay of 90 days for a fee of Dhs 500. A penalty charge of Dhs 100 per day is imposed on visitors who overstay. German citizens may apply to the UAE embassy in Germany for one- or two-year Multiple-Entry Visa. Therefore no sponsor is required.
